Salary:

The monthly remuneration for this position is calculated based on grade A2/A3 according to the salary scale of the Coordinated Organisations, depending on the level of experience of the successful candidate, and subject to national taxes and social insurance.

Duration:

The successful candidate will be offered a full-time contract of two years, which can be extended up to two further years, subject to the availability of funds.

Job description

The EUISS has been entrusted to implement a ‘Monitoring and Support Action’ under the ‘Global Threats Programme (GTP)’ of the ‘EU Neighbourhood Instrument’ which is financed from funds of the EU budget. With an envisaged four-year duration, the Action has a global geographical scope and covers several thematic priorities: counterterrorism and prevention of violent extremism, mitigating CBRN threats, combating organised crime, addressing critical infrastructure threats as well as threats related to effects of climate change.

The Action focuses on five output areas: (1) monitoring of programme actions and impact paired with recommendation of corrective measures, (2) ensuring coherence and coordination of programme components and with other linked initiatives, (3) identifying areas for development through context expert analysis, (4) providing technical expert advice to ensure quality and standards, (5) supporting programme visibility within EU as well as partner countries and organisations.

The EUISS seeks to hire an experienced team leader and expert for programme monitoring and support who will be responsible for the overall coordination and implementation of activities under the different output areas of the Action. In this role, the incumbent will lead a small team of experts and report to the EUISS Director.

Main responsibilities

  • Ensure the preparation and delivery of the overall work programme of the Action, including a communication strategy, appropriate governance mechanisms as well as a monitoring and evaluation plan.
  • Liaise with EU institutions and beneficiary national authorities, establish working procedures for the supervision of programme-related activities;
  • Coordinate and consolidate information on the implementation of projects and initiatives under the Global Threats Programme, interact with other bilateral (especially from EU member states) or multilateral/international initiatives and put forward recommendations on appropriate adjustments and future programming;
  • Closely coordinate and monitor the work of an in-house expert team and experts deployed by partners and third parties;
  • Provide own expert advice and analysis on programme-specific thematic trends and updated information to relevant stakeholders;
  • Oversee the organisation of small and large-scale events, meetings of governance bodies and field missions;
  • Participate in field missions and in relevant conferences and meetings, when/where necessary;
  • Ensure the thorough implementation and support for the sound administrative and financial management of all Action-related activities as well as rigorous reporting, evaluation and visibility, with support from the broader administrative and finance capacity at the EUISS.

Eligibility criteria

On the closing date for applications, candidates must fulfil all the following conditions:

  • Be a national of a member state of the European Union who enjoys full rights as a citizen attested by a recent extract from judicial records and/or certificate of good conduct;
  • Have fulfilled any obligations imposed by national law on military service;
  • Be physically fit to perform the required duties;
  • Hold, or be in the position to obtain, a valid security clearance certificate.

Selection criteria

Professional experience

  • Proven record in full project cycle management, with at least two EU projects with a minimum budget of four mlnEUR;
  • Minimum five years of full-time proven experience in managing and facilitating stakeholder networks, involving the coordination of project partners from the EU, national governments, civil society and private sector;
  • Demonstrated experience in project/programme monitoring and evaluation;
  • Minimum eight years of proven experience in at least one area relevant to the Global Threats programme;
  • At least four years full-time proven experience in leading teams in the public or private sector and public-funded projects.

Qualifications and skills

  • A master’s degree in the field of law, political sciences, social sciences, or any other discipline relevant to the profile of the position;
  • Excellent communication and drafting skills, with a demonstrated ability to write and present effectively to policy audiences;
  • Strong interpersonal and team coordination skills, including the ability to work effectively in a multi-cultural and multi-disciplinary environment;
  • Excellent organisational skills paired with the proven ability to work well under pressure and to deliver high-quality results within tight deadlines;
  • Excellent command of English (written and spoken) and a satisfactory knowledge of another official language of the European Union.
