As part of its mission to find a common security culture for the EU, to help develop and project the CFSP, and to enrich Europe’s strategic debate, the Institute regularly releases publications on the topics and regions at the core of the Union's work.

The Institute’s flagship publication is its series of Chaillot Papers, which are based on focused, in-depth research. The EUISS also publishes a Yearbook (YES), Reports, and shorter Briefs.

    As we finalise this second issue of the ESDP newsletter, the European Union is about to launch its fourth military operation under the European Security and Defence Policy: the UN force, MONUC, during the crucial electoral period in the Democratic Republic of Congo (DRC). The newsletter places the new mission in the context of the EU's strong, long-standing and multifaceted commitment to the DRC and its transition process.

    For much of the 1990s, Central Asia was not on the EU radar screen. Lately, however, it has started to matter for the EU. The ongoing European military commitment in Afghanistan, the events in Andijan in Uzbekistan, the violent change of power in Kyrgyzstan – all highlight a highly volatile region.

    On 5 May 2006, a Darfur Peace Agreement (DPA) was signed by the Government of Sudan (GoS) and one of the rebel movements in Darfur, the Minawi faction of the Sudan Liberation Movement. Furthermore, on 16 May 2006, the Security Council of the United Nations (UNSC) adopted a resolution to strengthen the African Union (AU) mission in Darfur prior to the deployment of an United Nations mission.

    As a close observer of the short and unhappy history of the State Union of Serbia and Montenegro, I was often reminded of what I learned from watching the Czechs and Slovaks abandon their common state between 1989 and 1993. Although I had worked for several years on ‘Czechoslovak’ politics, I did not expect this federation to fail.

    Der Wahlsieg der fundamentalistischen Hamas in Palästina kommt nicht überraschend. Befremden muss eher das ungläubige Erstaunen, mit dem der Wahlausgang im Westen aufgenommen wurde. Schließlich war die jahrzehntelange Misswirtschaft der Fatah selbst Außenstehenden bekannt. Genauso wenig war es ein Geheimnis, dass Hamas aufgrund ihres sozialen Engagements großes Ansehen in der zunehmend verarmenden palästinensischen Bevölkerung genoss.

    The operational progress in civilian crisis management made by the EU since 1999 has been impressive and has helped to enhance the EU's reputation as a credible security provider. However, the realisation of EU political objectives related to the strengthening of international security does not depend merely on the improvement of the EU's operational capabilities.

    The European Union Institute for Security Studies was given the role of deepening cooperation with the Russian academic community in the field of crisis management. This paper is a first product of this joint research project. The objective here was for Professor Nikitin to explore in a frank manner how Russian elites and observers view the EU, ESDP and key security developments around Russia.

    It is the general perception in Washington that EU-US relations are on the road to recovery after Iraq, though overall interest in the EU remains moderate in the United States. The EU needs to capitalise more systematically on the fact that its opinions on Iran are listened to in Washington. In this way, the EU can contribute to and influence the American debate.

    Last November, EU Defence Ministers mandated the European Defence Agency (EDA) to develop a Long Term Vision (LTV) for European Military Capability Needs, with the horizon of 2025. This exercise, known as the LTV's Strand One, was developed alongside two parallel and interconnected strands of work, addressing the Future Military Environment and Technological Trends.

The following note presents my reflections on the significance of the referendum for EU Balkans policy; on the prospects for independent Montenegro; and reactions in Belgrade.
