As part of its mission to find a common security culture for the EU, to help develop and project the CFSP, and to enrich Europe’s strategic debate, the Institute regularly releases publications on the topics and regions at the core of the Union's work.

The Institute’s flagship publication is its series of Chaillot Papers, which are based on focused, in-depth research. The EUISS also publishes a Yearbook (YES), Reports, and shorter Briefs.

He set himself an enormous challenge: to transform Muslim public opinion so as to alter the impression that a US President is someone to throw shoes at rather than a potential partner for dialogue.

    War crimes, conditionality and EU integration in the Western Balkans

    The political conditions for opening the path towards EU integration for the countries of the Western Balkans include both full cooperation with the International Criminal Tribunal for the former Yugoslavia and regional reconciliation. This paper examines the extent to which this strategy has worked, looking at questions of leadership and political will, as well as the place that EU integration takes on national agendas.

    Security Sector Reform in Afghanistan: the EU’s contribution

    The EU engages in aspects of security sector reform through EUPOL Afghanistan, the police mission launched in 2007, and through the European Commission’s contributions to justice reform in the country. Based on an analysis of past efforts at police reform by the EU and other European and international actors, this paper identifies a set of internal and external coordination challenges that hamper mission success.

    From Suez to Shanghai: the European Union and Eurasian maritime security

    This paper looks at the emerging geopolitical situation in the Eurasian coastal zone, concentrating on the geostrategic activities of China, India, Japan, Russia, South Korea and the United States. This zone, it argues, is both critically important for the EU in terms of shipping for manufactured goods and energy supplies, and likely to experience great power competition and general disorder over the coming decades.

    It is difficult to believe that the timing of the attacks on Gaza at the end of last December was simply a consequence of intolerable provocation After all, only a few days after the violence ended, a new president was inaugurated in the United States and, three weeks after that, Israel itself held legislative elections in which two of the three political figures – Kadima’s Tzipi Livni and Labour’s Ehud Barak – who had guided the hostilities were leading contenders.

    Kosovo: one year on

Kosovo’s first year was relatively smooth, and with the exception of a number of violent incidents in the north of the country soon after independence, the much anticipated Serbian nationalist backlash never occurred on the scale many feared.

    The new gas deal is a step forward in ending a period of ‘special’ energy relations between Kyiv and Moscow. A more transparent gas import scheme to Ukraine and the convergence of import prices with those in the EU definitely make rent-seeking activities less likely.
