As part of its mission to find a common security culture for the EU, to help develop and project the CFSP, and to enrich Europe’s strategic debate, the Institute regularly releases publications on the topics and regions at the core of the Union's work.

The Institute’s flagship publication is its series of Chaillot Papers, which are based on focused, in-depth research. The EUISS also publishes a Yearbook (YES), Reports, and shorter Briefs.

    Depuis son indépendance en 1955, le Soudan a été presque continuellement le théâtre de conflits sanglants. Si les événements du Darfour ont focalisé l’attention, le sud du pays est également un lieu de tensions entre le gouvernement de Khartoum et le Mouvement populaire de Libération du Soudan (MPLS). Certaines similitudes quant à l’origine des affrontements nous ont conduits à établir une corrélation entre ces deux zones.

    This policy brief reviews the recent US National Intelligence report on global trends in 2025, which predicts a more multipolar and heterogenous world, characterised by non-state actors and rising powers with different priorities such as China, India and Russia. In a world where Europe risks losing its clout, the brief urges the US and the EU to work together in reforming multilateral structures, developing common strategies to engage the new global players, and facing new environmental, demographic and economic challenges.

    EU governments are gradually coming around to the idea that they need to open up their defence markets. The European Commission is currently proposing new procurement and trade directives aimed at streamlining defence market legislation. The proposed directives would open up the defence market, improve European cooperation on armaments and lead to a more competitive European defence industry.

    Barack Obama won the election of 4 November because he communicated effectively to the Americans that he is the candidate of change. Indeed in all major respects Obama could not be more different from the outgoing and unpopular President Bush. Unlike Bush, Obama is a man of humble origins, brought up outside mainstream America: in Indonesia and Hawaii.

    So far the European Union has not been very successful in its attempts to apply a strict positive conditionality approach towards Belarus. Since the parliamentary elections in 2000 − the first national elections after the controversial constitutional referendum of 1996 − Belarusian elections have been treated by the EU as a litmus test for the improvement of relations.
