The Internet has opened a new area of communication and information, enabling us to transfer enormous amounts of digital data for a great variety of applications within fractions of a second around the globe. It is therefore no surprise that it has become, within only a few years, the spinal column of modern societies. Citizens, research institutions, private business, NGOs, political parties and public services all increasingly depend in their daily life and work on interlinked information systems and networks.

Iraq after the elections

The newly created EUISS Task Force on the Middle East met for the first time in Paris to evaluate the situation in Iraq after the elections. This Task Force, which consists of leading European experts on the Middle East, was established with a view to monitor current events in the Arab and Persian speaking regions.

Die Gewalt wird auch nach den Wahlen nicht aufhören und dennoch wurde am Termin festgehalten. Das hat zum einen mit den Bestimmungen des im März 2004 unterzeichneten Übergangsgesetztes zu tun, zum anderen damit, daß die wichtigsten Machtblöcke im Irak den Wahlgang befürworten: die Amerikaner und die Schiiten.

A new 'eastern question'

Events in Ukraine reflect the changes occurring in Europe and pose a new ‘eastern question’. The first story relates the birth of a revitalised Ukraine. The two candidates in the elections, Viktor Yushchenko and Viktor Yanukovych, in themselves do not signal this birth – but 17 days of peaceful demonstrations in Kyiv and other cities do, as does the decision of the Ukrainian Supreme Court to call for a new second round on 26 December.

Defence procurement: new ways ahead?

Important developments are on the way in Europe’s armaments sector. Following the official establishment of the European Defence Agency (EDA), the focus has currently shifted to the Commission’s Green Paper on defence procurement. Published in September, the Green Paper has opened a four-month consultation phase for stakeholders to comment on the Commission’s ideas for a more coherent regulatory framework in this area.
